Occupational Hazard, Regulatory Absence: The Workplace Safety Crisis Veterinary Medicine Cannot Afford to Ignore
Consider a scenario that unfolds in veterinary clinics across the United States every working day. A veterinarian administers an inhalant anesthetic, handles cytotoxic chemotherapy agents, performs a necropsy on an animal of unknown infectious status, and manages a patient receiving radiation therapy — all within a single shift. Each of these activities carries documented occupational health risks. In a human hospital, each would trigger a structured set of OSHA-mandated protections: engineering controls, personal protective equipment standards, exposure monitoring, incident reporting requirements, and access to workers' compensation pathways calibrated to the specific hazard.
In the veterinary clinic, the regulatory landscape looks dramatically different — and far less protective.
The OSHA Framework and Its Veterinary Gaps
The Occupational Safety and Health Administration's authority extends, in principle, to most private-sector workplaces, including veterinary practices. OSHA's General Duty Clause requires employers to provide a workplace free from recognized hazards. Several specific OSHA standards — including those governing hazard communication, bloodborne pathogens, and respiratory protection — apply to veterinary settings in their general form.
But the critical word is "general." The bloodborne pathogen standard, for instance, was designed with human healthcare workers in mind. Its definitions, its exposure control plan requirements, and its post-exposure protocols are calibrated to human-to-human transmission risks. Zoonotic pathogens — Brucella, Coxiella burnetii, Leptospira, Cryptosporidium, and a substantial list of others — present transmission dynamics and clinical consequences that the standard does not adequately address. Veterinary workers exposed to these agents in the course of their professional duties often discover, after the fact, that the regulatory scaffolding they assumed was protecting them was never built with their specific hazard profile in mind.
Similarly, OSHA's hazard communication standard requires employers to maintain safety data sheets and train workers on chemical hazards. But the standard does not mandate the same level of engineering controls — ventilation systems, closed-system drug transfer devices, biological safety cabinets — that human oncology units are required to maintain when handling cytotoxic drugs. Veterinary technicians and veterinarians preparing and administering chemotherapy agents to animal patients are doing so in environments that, by any objective risk assessment, warrant equivalent protections. The regulation does not require them.
Anesthetic Gas: A Persistent and Underregulated Risk
Waste anesthetic gas exposure represents one of the most pervasive and longest-documented occupational hazards in veterinary medicine. The chronic health effects associated with prolonged exposure to agents such as isoflurane — including reproductive toxicity, hepatotoxicity, and potential carcinogenicity — have been established in the scientific literature for decades. OSHA has published guidance on waste anesthetic gas hazards, and the National Institute for Occupational Safety and Health (NIOSH) has issued recommended exposure limits.
Neither OSHA's guidance nor NIOSH's recommendations carry the force of an enforceable standard. Veterinary employers are not legally required to conduct ambient air monitoring for waste anesthetic gases, to maintain scavenging systems at any specified performance threshold, or to document worker exposure. The contrast with human surgical suites — where anesthetic gas management is subject to a more structured set of expectations — is stark and difficult to justify on any principled regulatory basis.
Radiation Exposure and the Regulatory Patchwork
Diagnostic imaging is a routine component of veterinary practice, and the radiation safety requirements that govern it are administered not by OSHA but by a fragmented patchwork of state radiation control programs. The quality and rigor of these programs vary considerably from state to state. Dosimetry badge requirements, equipment inspection mandates, and personnel training standards differ across jurisdictions in ways that create meaningful disparities in actual worker protection.
In human medicine, radiation safety in diagnostic and therapeutic settings is governed by a more consistent set of federal and accreditation-based requirements. Veterinary workers operating imaging equipment in states with less robust radiation control programs may be accumulating exposure that is neither monitored nor reported — not because of employer negligence, but because the regulatory requirement to do otherwise simply does not exist.
Workers' Compensation: When the System Fails the Injured Practitioner
The consequences of these regulatory gaps extend beyond the clinic floor. When a veterinary professional develops an occupational illness — a zoonotic infection, a chemotherapy-related health condition, a hearing loss attributable to prolonged exposure to animal vocalizations — the workers' compensation system is theoretically available as a recourse. In practice, the path to compensation is frequently obstructed.
Occupational illness claims require establishing a causal link between workplace exposure and health outcome. Without mandatory exposure monitoring, without standardized incident reporting, and without the kind of documented exposure history that enforceable OSHA standards would generate, that causal link is often impossible to establish to the satisfaction of a workers' compensation adjudicator. The veterinary professional who followed every reasonable precaution available to her — precautions that fell short of what a human healthcare worker in an equivalent situation would have been legally guaranteed — may find herself without compensation for a preventable, work-related health condition.
The Advocacy Imperative
This is not a problem that will resolve itself through voluntary employer action. The competitive economics of veterinary practice create structural disincentives to invest in occupational safety infrastructure that exceeds what regulation requires. Closing the gap between veterinary and human healthcare worker protections requires deliberate regulatory and legislative intervention.

We call on Congress to direct NIOSH to expand its veterinary occupational health research portfolio and to establish a formal mechanism for translating that research into enforceable standards.
At the state level, veterinary medical associations should engage radiation control programs and workers' compensation administrators to ensure that the occupational health experiences of veterinary professionals are captured in policy design and claims adjudication.
The veterinarians and technicians who staff America's clinics deserve a regulatory environment that takes their occupational health as seriously as it takes the health of their patients. That environment does not yet exist. Building it is a professional obligation — and a policy priority that VetPAC will not allow to remain invisible.
